[Typo3-dev] new tools>module "services"

Hi!

I think a general tools>service module like the web>functions module 
would be great.

It would list all installed service types and would provide hooks and/or 
an API for the service classes to provide info and configuration.

Currently the auth services of René have their own tools-module. Perhaps 
the upcoming online payment service of Norman will get another. I think 
it's sufficient to have just one base info module in the sysext "sv". 
All other service modules should be sub-modules.
