[Typo3-dev] Why locallang.xml?

Hello developers,

I simply ask for interest.

The old format of locallang is a PHP array included as a file. The 
modern format is a xml file, which is probably renderd into a PHP array. 
TypoScript is an other format which is redered into a php-array.

So we are mixing a lot of formats in typo3 extensions, starting up 
different tools to edit them.

What are the considurations not to use the common typo3 format 
TypoScript to write locallang configuration?
