[TYPO3-dev] TYPO3 4.0beta1 ready for testing

Sorry, there were some major problems with the first release that convinced
me to replace the published archives:

- database.sql was empty
- tstemplate did not work

Please download the updated files (with the version "4.0beta1b") from our
Sourceforge.net repository:
