[Typo3-dev] Making a better access control

Hi,

it's a shame that tapio wastes valuable time of Michael and other devs 
like him. I'm sure they have much more important tasks than to assist to 
this - i dont know exactly what tapio wants to do. Get the others do the 
job for his customer? Well overall i'm just sad about the precious time 
the devs wasted on him. It won't lead anywhere, with this 
cross-hacking-the-core style he'll never provide any usable patch i'm 
affraid.
