yes, in the TSref you can find this option:

notification_email_encoding
[quote]This sets the encoding of plaintext emails (notification 
messages). Normally
no encoding is applied at all. But setting this to eg. “base64” will 
encode the
content with base64 encoding (charset ISO-8859-1).
Values possible:
base64
quoted-printable
8bit
[</quote]

the QP encoding is configured somewhere in your templates (check it with 
the TS Object browser). You can disable the encoding at all:
config.notification_email_encoding =
or set it to e.g. 8bit:
config.notification_email_encoding = 8bit
