yes, in the TSref you can find this option:

notification_email_encoding
[quote]This sets the encoding of plaintext emails (notification 
messages). Normally

Values possible:
base64
quoted-printable
8bit

the QP encoding is configured somewhere in your templates (check it with 
the TS Object browser). You can disable the encoding at all:
config.notification_email_encoding =
or set it to e.g. 8bit:
config.notification_email_encoding = 8bit
