What does this mean in for PHP and PEAR specifically?

That you are not allowed to program typo3 extensions in PHP?

That your are not allowed to make use of a pear-library in an extension?

That you are not allowed to upload a PEAR-library?

What does ist mean for bypear, jr_pear_mail?

Which of them do you have to remove from TER?
