Basically yes. There are extension that provide no UI, just API or 
library code for other extensions.

Have a look on TER in the mentioned categories. I was thinking about this.

You could either create a "container" like NF_nusoap, ie simply put the 
3rd-party lib in the extension and leave it at that.
Or as you suggest, add even more API funciionality by providing an 
enhanced API for usage from Typo3.
