[Typo3-dev] German help text

Dear all,
for our current project we need german helptext at least for the
authors, better the admins too.
As far as I could figure the help texts are only/mainly in english, even
with 3.7 ??? At least switching a backend user to german language
successfully switches the UI itself, but the help texts still pop
up in english.
If I'm missing something here please provide me a pointer to what I
have to do.
If I'm right, then we would do the translation on our own and give back
the result naturally.
Am I right, that ALL context sensitive help is contained in the files
inside typo3/ext/context_help/* and that I have to adopt to the
mechanism used in e.g.
locallang_csh_fe_groups.php --> locallang_csh_fe_groups.dk.php
Is there any tool/mechanism available, that we could or SHOULD use
for the translation process, or is it just safe to edit new
locallang_csh_*.de.php files with any text editor?
Whom to deliver the finished extended files? Peter Kühn, leader of the
CSH (Context Sensitive Help) project?
As there are 311 (!) german registered consultancies of Typo3 (the
majority) there SHOULD be one or the other having the same requirement
and be willing to participate in the work!??
