[Typo3-dev] Charset problem

Hello all,

	After some testing, I found that there is some problems with the
forcecharset setting. No matter I set it as utf-8 / big5, the graphic
menu is not right. If i just put page.config.metaCharset = big5 in the
setup field but not set the forcecharset=big5, the graphic menus is
normal but the content is not right even the browser detect the right
encoding, and even the html shows the right charset.

	This problem not only appear in 3.7.0rcx but also 3.6.2. Fortunately,
in 3.6.2, it shows the content and menu right even you don't set the
forcecharset=big5 or so.
