Yes, you're right. Kasper is aware of this and tries to find a solution for
that problem:

For the moment you'll need 32MB.

Yes. However these 32 MB are only needed on new pages when all locallang
files have to be compiled for the first time.

But hold on, I'm sure there's a solution for this...
