IMHO CVS-files should not be uploaded to TER. I don't thikn this will 
ever be useful but my, just make it optional to include them (click to 
upload!).

Also some know temp/bak-files could be excluded (filename~, filname.bak, 
etc) and perhaps all files starting with dots (pseufo hidden on Unix).
