It is a feature. The EM is simply checking everything.

This information is of no use apart from the person who uploaded the  
extension to the TER. The information inside the CVS folders helps any cvs  
client connecting to the right repository and getting the right files.

Some time ago I did write something about "CVS and TER" on the Wiki [1].
