[Typo3-dev] Problem with lockSSL in BE / https

Operating the BE with SSL works fine if manually changing http:// to 
https:// *after* logging in into the BE.

I took a look at typo3/init.php and (to me) it appears there may be a 
small bug with it:

The environment variable TYPO3_SSL is evaluated, but I could not find a 
place where it is actually been set (I think it should be set if lockSSL 
  equals 2).
