ah, ok
Maybe if kasper wants to transfer a rewrite of sys_actions to me I could 
do this.

I xclassed tx_sysaction to add more fields while creating a backend 
user. I am note quite sure if we would need a hook at this place, more 
likely outsource the fields to be editable via TSConfig because the code 
is basically very much the same.
While I'm at it:
I thought about using flexforms to add the 13 new fields to the be_users 
table. But I would need to access the individual fields of the currently 
logged on user in TCA and right now I didn't succeed in starting 
pi_flexforms from within TCA (but honestly I only tried for 5 minutes ;-)).
So if anyone ever did this and would like to share a few lines of code...
