[Typo3-dev] How to contribute extension changes? - MOC Filemanager extension

I've been working with the MOC Filemanager extension, and I've made a few
minor bug fixes to it.  I am now ready to start adding some new features to
the code.  Rather than coding my changes in isolation, I'd like to
contribute my changes back to the source tree.  What is the accepted method
for doing this?
