On the other hand some companies change the first digit each year... Think
Roxxo and their EasyCD products.

I don't mind having a 3.7 if say, DBAL is fully implemented with support for
2 or 3 databases. Having 3.8 once versionning is there seems appropriate too
from my point of view.
