Well, logins are just stored in the DB. That means that 3.5 uses the 
encoding of the BE language and in 3.6 there is the option to use (via 
forceCharset) one single charset (for display and storage).

So I'd say don't use non-ascii characters for logins in 3.5.

With a forceCharset in place it should work in 3.6. *)

*) The HTML-page conating the login form must use this encoding. I 
reckon this is already the case, but I didn't check.
