[Typo3-dev] DBAL extension progress & call for help

Now, to make some things clearer:

 - the extension is not yet in TER.
 - the extension in CVS is *not* the one with the last code.
 - you don *not* need the extension right now.
 - there is a README, that explains what to test.

Sorry for being unlcear, if that was the cause for the
misunderstandings.

I hope to get some feedback, now that things are (hopefully) clearer.
