I prefer to use
t3lib_extMgm::extPath
and
t3lib_extMgm::extPath
t3lib_extMgm::extRelPath
t3lib_extMgm::siteRelPath
etc.

however, ther should be a mechanism to change the conf.php file according to
the environment. is there one?
cause, you can decide where the extension belongs when you upload it
manually.
