1. this does not apply to user tsconfig (currently)
2. "TypoScript is a 'declarational' language (that is, it's mere
"configuration") it does not in inself carry out a sequence of actions",
which raises another question:
    a) "The reason why the TypoScript Templates used for the frontend seems
to work a like this is because those values are interpreted into PHP
function calls which constructs a page" - the calls may construct new
validated typoscript configuration, which will replace current and may be
referenced by extensions. is it useful?
