[Typo3-dev] Warning about using "require_once()" for TYPO3 classes

No it is not anymore. 

There are two places to go for Coding Guidelines (which includes
best-practice/required practice advices).

Such a thing like this will go the latter place in this case as a
special TYPO3 related thing to be "aware of".

This mail was more like an announcement before it enter the
documentation.
