[Typo3-dev] Typo3 Timezone settings.

Has timezone settings ever been discussed in Typo3?
It would be nice to be able to set the timezone in the installation,
because some extension might depend on which timezone the site should
belong. And maybe you don't have access to set the timezone in the
hosting account.

Another thing:
In the backend when editing a time or date field it's as far as I can
see saved with the local unixtime.
This means that if you are in england and want to save 13:00 in a
calendar in germany, then it will save the english time and not the
german time. So in the calendar it will appear like 14:00 instead.
Is it possible to setup something here?
