Hi,

If it wasn't for this line in the proposal:

"2.5 Technical implementation:
The complete Editor is to be implemented in the Java Programming 
language as to make the editor available
as Applet in the Typo3-Backend."

I would have suggested using JEdit or Jext and writing a custom plugin 
to add TypoScript functionality.
But since it needs to be an applet (which IMHO is overkill) why reinvent 
the wheel? There's a few GPL'd projects which are Java online applet 
text editors which give a nice starting point to start adding TypoScript 
functionality to.
