[Typo3-dev] Usermanagement improvement for managing contents possible?

I'd recommend the second scheme (i.e. PREVENT) because this would 
(typically) involve less work from admins, and also work best for the 
likes that do not currently request this feature. Not particulary solid 
arguments, but the only ones I could come up with at the moment ... Or - 
what if it was configurable somewhere so one could choose between 
PREVENT/EXPLICIT? Dunno how hard to implement that would be though (?)
