I think you are right, from my experiences with the CSS Styler. ;)

What's worse - if you ask "oh, okay, and exactly why do we need this space 
that's 18 px on every page to be 23 px on the homepage if the rest of the 
layout stays the same?", you get: "uhm. dunno. because sometime, someone 
decided it." :P

There's no way reasoning against dogma.

But we're getting very OT now, if we continue this, we should do so by 
private mail.
