The one 2-3 months ago took place in general english list and you have
better chances of finding it under "Rebranding".

The short answer is no. Besides re-distributing, GPL covers
modification, and you are only allowed to modify a GPL product if, in
addition to other terms:
2c: If the modified program normally reads commands interactively
when run, you must cause it, when started running for such interactive
use in the most ordinary way, to print or display an announcement
including an appropriate copyright notice [...].
