The GPL deals specifically with distributing, not using or running.

You can take the Linux kernel and combine it with the Windows XP source,
if you want, and never be in trouble with GPL (Microsoft is another
story ;) ). What isn't allowed is distributing the new combination.

You can, however, release the 'glue', ie. an extension making an
unmodified version of proprietry software product X work inside TYPO3,
and in the extention documentation provide information on how and where
to install X to make it work.

Wether such incomplete extensions should be allowed in TER is another story.
