[Typo3-dev] bug in "limit to languages"?

Hello,

I've a site with multiple languages by the "one-tree-fits-all-languages"
concept in typo3 3.7.0.
In the user settings i've set the "limit to language" option for
different users to different languages.
Now the user is - as expected - not able to edit or hide/unhide content
elements in other languages.
BUT the BE-user is still able to create new or delete elements in
other languags.
Maybe i misunderstand the meaning of "limit to" in "limit to languages"?
