I think step 1 & 2 would be the way to go.

We are currently in negotiations for a project with PHP-170
where Typo3 is involved. The core API (PHP5, Daniel told me
that Typo3 seems to be running with PHP5) will be open-sourced.

ACK. We are all the time in contact with the spec lead from
JSR-170. There are currently some ideas for the transport
protocol, either using SOAP or WebDAV. (My recent experience
with PHP-SOAP accessed by Java and .NET is that only PHP5-
SOAP is useful)

See the project on thinkforge.org. Of course no activity
is shown there, but we are currently heavily involved in
writing the API and in negotations with a project for
Typo3.
