I'd like a bug to get fixed:

If you enter labels they end up in the wrong charset in locallang.db. 
Before writing the file all strings have to be converted from current BE 
charset to the charset of the BE language of the label.

As for removing:

IMHO the kickstarter issues too much files in some cases (eg those RTE 
config files I even can't read), otoh some TA constants/TS setup field 
stuff for plugins would be nice.
