The ChangeLog is in the root-directory of the CVS-repository, so you can
just retrieve the root-directory without recursion:

cvs -d :pserver:anonymous at cvs.sourceforge.net:/cvsroot/typo3 \
	checkout -l TYPO3core

(Note the "-l" = don't recurse)
