Whatever you do, some ideas on a search extension:

*) A filter API that allows other extensions to act as plug.ins rather 
than hardcoded support for word, etc

*) A search-db api that allows to store "external data" in the search 
db. So eg a web-crawler can index external web pages that can be found 
within the search-db (the idea is to have a Typo3 installation with 
integration of legacy content on other web servers).

*) Improved charset support for all iso-8859-* charsets and utf-8

AFAIK the indexed search needs some changes for charsets. But I have no 
clue how complex any of the above changes are to justify a modification 
or a start (more or less) from scratch.
