[Typo3-dev] mapping of Typo3 languages to iso codes

Hi!

Mapping is easy, but it's only partially implemented via René Fritz's 
static info extension. *) What's missing are local variants like pt-br 
or de-at.

Anway, it'd be nice to have this info somewhere in the Core so 
tslib_pagege.php could use it to set the lang attribute without user 
interaction. Of course the current mechanism to set it should stay as a 
manual override.

*) And it's rather odd that the Core actually has a weak-dependency on 
this extension. With weak I mean the Core will use it if it's installed.
