The key problem is: When is a bug a bug? A bug to a user is: It does not
work as he thinks it should, and if he doesn't know better, he thinks the
system has a bug. What might help, is
a.) Marking "wrong" bugs, either by helping or just by "marking".
b.) Marking "right" bugs
c.) Adding this to a user profile, like ebay does. (+1 good bug, -1 wrong bug)
  and add thins up.
d.) Get the new bugs in the order of the user profile regarding bugs.
What you might lose is:
a.) severe bugs from new people (but I think if it is a really severe bug
  others will have this bug as well, which are higher on your list.)


Another idea is:

Only accept bugs, that have a certain testcase attached to it so that the
programmers can see how its reached.

last idea:

Only accept bugs, that are accepted with the minimum installation where
the bug occurs. So users have to strip down, until the bug happens, and
often they notice that the problem is their new Extension they did not
change anything with, or the big text they just put in, ...
