I would make sure, that before someone can submit a real bug, that every 
other possibility is cleared up. There should be a _stop_ and "think of 
want you are doing" page. If they have read the manual for upgrading or 
FAQ and they really think that this is a bug, then they can submit one. 
But the user should be clear that it is a bug before posting.

Otherwise just past a link to the forum, manual or wherever he can find 
an answer and close the report (or mark as duplicate).
