Absolutely right, the version number in CVS should be that of the next
release (probably appended with -dev, to make it clearer).

Absolutely right as well. I think this where you two talk about
different things. One is the 'name' that the version number shows to
the user, the second is the CVS tag. A tag defines exactly *one* point
in time, this, exactly *this* is the RCx code. Therefore there should
only be *one* archive named ...RCx...

The version number in *this* archive should be ..RCx, everything else
should be named xyz-dev (or similar).

And although it was clear to me that the *_backup achives where of an
upcoming RC release, this may be confusing to people who normally
backup _existing_ things :)
