[Typo3-dev] translation tool for translation during development

Hi!

On the English list the question arose how to do trandslation of strings 
in locallang.php. The problem is to find the correct encoding for the 
language.

On TER it's easy, the translation tool will assist you. That is if 
you're an "official translator. Not even the extesion author can make a 
translation of his own extension.

Anyway, I'm looking for an on-site translation tool. Does such an 
extension exist?
