[Typo3-dev] Cannot create a page

I've installed the quickstart and 3.5.0, then 3.6.0RC2 typo 3 source
(following the install doc), but whenever I go to create a page (exactly as
described in the tutorial), it doesn't save.  I type in a page title and hit
the save and close button but the page comes back blank, and when I click
the button, the required exclaimation icon changes to a red arrow.  I'm not
sure if the red arrow means error or changed field.  I'm not sure where to
go from here so any ideas are greatly appreciated.
