 From my point of view, it is very important to do so.

I manage a (small) opensource project, and if people sending bugreports 
to the mailinglist or directly to me, my standart answer is: "Please 
open a bug on the savannah bugtracker".

There, users must provide informations like what kind of database is 
used(MySQL or PostgreSQL) what version of PHP etc. This also helps to 
track down bugs to specific underlying software (typo3 relies on a lot 
of such software).

Before having that tracker in place, I had a big mess with patches, 
bugreports and stuff.
