[Typo3-dev] dbal extension

You are revealing your ignorance about how "typo3xdev" CVS works... :-)

All extensions at "typo3xdev" are prefixed "tx_" as a kind of namespace
for extensions so that we could potentially use that CVS repository for
other work as well.

The exact name of a module must be "tx_"+[extension name without
underscores]

When you have checked out the "tx_dbal" module you just rename it to
"dbal" and it works from there...
