  well, basicall I asked for removal of the wrong strtr() if config.locale_all has been set assuming that the locale WILL be set by Typo3.

This has nothing to do with UTF-8. The code is BROKEN for ANY other character set than iso-8859-1 and windows-1252.

BTW, I have already written a strtoupper function for UTF-8.

And we don't have to muck about with locales at this point in the code if we state (in TSref) that "case" for a stdwrap ONLY works correctly if config.locale_all has been set.. That's fair enough and won't break anything else.
