[Typo3-dev] ProjectManager, third draft

Hi folks,

For those of you interested, the projectmanager description has been
updated.

We have come up with a basic concept inspired by the PMXML and more research
on industry standards as of today or the near future.

We have four sponsors donating funds or programming capacity, but we still
need more.

I am quite sure this is a very promising start, so please investigate, if
this is fitting your needs and if you are able to contribute to this
project.
