All the resposibility to "setup" this more "advanced type of content"
should rather be moved into the hands of the site-admins which should
have some KnowHow of typo3 and Typoscript. Most likely this stuff
opposite to the "regular" content is seldomly changed so I don't see the
need to keep the setup in the tt_content table.

why not just keep it in typoscript? That is exactly an (complex)array of
key-value pairs.
