Currently I would go with ADOdb.
PEAR might make some problems on windows machines.
This might be an opportunity to "scare off" all the newbies but we don't
want that anyway.
ADOdb has sevral advantages I see.
- lots of supported DBs (like all others as well)

- "no-hassle" updates, since you can change drivers by overwriting files.
- performance is quite well.

This is where I see some problems.
Your document states several points where the DBAL needs to kick in, but
most of them are actually extensions.
So the following questions show up (in priority order, feel free to add/move
around):
- When do we implement it?
   Kasper may not work on the core for that time and then has to dive into a
completely new syntax.
- Who does the basic implementation?
   If we skip the extensions, this shouldn't take much longer than a month.
   I sign up for this one, anyone else?
- Who does the implementation of existing extensions?
   I'd say the authors, but I think this might end up in let's say 30% of
all extensions being "fixed".

So much for a rough schedule.
Now the strategic questions shw up :)
- Do we "fork" Typo3?
   I don't like this idea since we would do redundant work.
- Do we simply say "Hey folks, typo3.7.0 feature DBA ONLY, update your
stuff?
