[Typo3-dev] Missing 'Plugins' web-module in 3.6-Dev BE

Hello listers,

I'm poking around in a test install of 3.6 dev, and I notice that the
"Plugins" module is missing. Anyone know if this is a change in 3.6, a
mis-configuration on my part (I created a new Admin user to check, but
the module is still missing...) or a bug?
