[Typo3-dev] recode vs iconv (was: Next version of Typo3)

Hello.

  Of cource I already use similar patches.
  And I published it on russian site typo3.almeo.com long time ago.
  But it will be very nice if these changes will be included in
  the main core branch in next version.
