[TYPO3-debian] Problems with install after creating ENABLE_INSTALL_TOOL

First, i'd like to thank you for your response.

So it appears i don't have a LocalConfiguration.php file in my typo3conf directory. I did then go edit my php.ini

/etc/php5/cli/php.ini - assuming this is the correct one?

I changed the value from:

error_reporting=E_ALL & ~E_NOTICE & ~E_STRICT 

to 

error_reporting = E_ALL

and restarted Apache. Unfortunately I still get a blank page.
