[TYPO3-debian] After first installing the software

After first installing the software, the backend's homepage
(http://localhost/cms/typo3) is just a blank page.
It happens when configuring the database with both using the included
typo3's 1-2-3
install tool or by generating it with the "typo3-database" package and
configuring it with dbconfig-common.
(Also, the frontend shows a "No pages are found on the rootlevel!"
error, but that's completely expectable given that no pages have been
created yet.)
A possible cause could be a consequence of using different version
numbers for typo3-dummy and the rest of the typo3-related packages,
but I'm not sure about it.
