Please edit /etc/typo3-dummy/apache.conf and change the line
php_admin_value sendmail_path /var/lib/typo3-dummy/execdir/sendmail
to
php_admin_value sendmail_path /var/lib/typo3-dummy/execdir/sendmail -t
(perhaps with "").

Restart apache and try again.
