hi, the issue is solved. i tracked it down to a symlink to vera.ttf, which a) pointed to the wrong file and was b) misspelled (vera.ttf instead of Vera.ttf - or was it the other way round? can't remember ...) so, it seems to be possibly to run typo3 on debian with safe_mode=on, after all. sorry for the noise, t.
